Well, it is an architectural change, and the Chancellor tried to convince us that it was not particularly important, but—[Interruption.] If the hon. Gentleman listens to my speech, he will discover that I am arguing that it is a purely cosmetic architectural change, because the participants are the same, as is the predecessor organisation. Indeed, because none of the terms of reference has yet been set out, it is difficult to see whether any real change will result.
