My right hon. Friend the Secretary of State for Environment, Food and Rural Affairs assures me that that is an important part of the debate. It is worth saying that we have increased flood defence spending, but the point that the hon. Gentleman makes is absolutely correct. I believe that the science is clear. I also believe that the case for action does not rest simply on the environmental catastrophe that awaits if we do not act: there is also a positive argument, to which the Energy Bill in the Queen's Speech speaks.
