As the hon. Gentleman has heard, we have strengthened the planning guidance to make it clear that local authorities must take flood risk into account, and to ensure that the Environment Agency—the experts—is consulted. I would expect local authorities in all circumstances to listen very seriously to what the Environment Agency has to say about particular applications.
