Flooding (Cumbria)

Proceeding contribution from Hilary Benn (Labour) in the House of Commons on Monday, 23 November 2009. It occurred during Ministerial statement on Flooding (Cumbria).
As I have indicated, we will indeed learn all the lessons. At one time, in the early hours of Friday morning, the only way to rescue anyone from Cockermouth was by helicopter, because the force of the water was such that the rescue boats could not be used. I pay particular tribute to the skill of those crews, flying in very difficult circumstances indeed.
