Does my hon. Friend accept that there is an onus on individual households, perhaps working in communities, to take initiatives to mitigate the worst aspects of flooding? It has been disappointing to see the low take-up of measures introduced for that purpose. Government must pay attention to that, because flooding is key feature of climate change.
