I will be brief. The Minister has been his normal charming self. I do not agree with everything he said, but I listened carefully to his comments on our new clause 20, and to the compelling points of the hon. Member for Somerton and Frome (Mr. Heath). Although we in no way resile from the arguments we put forward, I accept what the Minister has said. On that basis, I will not press new clause 20, but I would nevertheless like to put new clause 22 to the vote at the appropriate stage. I beg to ask leave to withdraw the clause. Clause, by leave, withdrawn.
