It was the hon. Gentleman who led us astray in the first place by moving his discussion from the clause into the schedule. He could deal with any other points he has to make through interventions on the Minister, but in fact we are dealing with the two things together, if he is happy with that. ... Order. Perhaps the hon. Gentleman could make the final point that he wishes to make and the Minister could reply after that.
