As I understand what the Minister has just said, he takes the view that the department itself will draw up the guidance in consultation, not that the parties will be helped to draw up agreed guidance. I think my understanding of that is correct. It is a pity that they are not permitted, in a sense, a more active participation in drawing up this guidance, but I am glad to hear that they are to be consulted.
