My Lords, briefly, the Minister will remember my declared interest in the mechanism by which the Welsh Assembly Government are drawn into the Bill. I wish merely to know whether Schedule 14, which is set out by this clause, has its origins in Cardiff or London; and, if it has its origins in London, whether representations were made by Cardiff and whether the Welsh Assembly Government were satisfied with the reply that they got.
