Amendment 202 202: Clause 89, page 60, line 4, at end insert— "( ) The Chief Executive shall arrange that when a employer provides an apprenticeship place to a person aged under 19, the employer shall be paid a flat-rate sum in recognition of the costs involved in time off for off-the-job learning."
