We have covered a vast number of issues in the debate on this group of amendments. I shall start by addressing the last issue raised by the right hon. Member for Hitchin and Harpenden (Mr. Lilley) and I will reiterate what I said to him in my letter of 25 June. I think I may have said "July" previously, for which I apologise.
