My Lords, the noble and learned Lord raises an interesting point. May I take it away to mull it over? I need to talk with the team. I am a great believer in allowing people for whom I have respect to make decisions on a particular case in local circumstances. Wherever possible, I would like to do that, rather than have central government decide things. Perhaps I may consider that and come back on the issue.
