My Lords, I have to concede that it is unusual for an injunction to be used in this way. We believe that there are situations in which taking such action is necessary and proportionate to prevent gang-related violence and to protect the individuals and the communities involved. If we take, for example, a situation where police intelligence suggests that a certain individual is at serious risk of a retaliation shooting by 40 members of the Hell’s Whatsit gang, or whatever it is, an applicant authority could apply for an injunction to protect the respondent from harm by limiting where he goes and who he may contact.
