Child Poverty Bill

I am grateful to the hon. Gentleman for that intervention, and he pre-empts my next sentence. By "hard influence", I mean precisely parents and the encouragement of self-reliance where there is none to be found. This is why community efforts are so vital. Whitehall cannot provide the full arsenal that communities need to defeat poverty, because most men and women in Whitehall have probably never seen child poverty.
