Child Poverty Bill

Proceeding contribution from David Heath (Liberal Democrat) in the House of Commons on Monday, 20 July 2009. It occurred during Debate on bills on Child Poverty Bill.
I entirely support the right hon. Lady's contention, but I am puzzled because the Government's position on this Bill, which sets out targets and makes it a duty on the Secretary of State to meet them, is different from the one they adopted on my Fuel Poverty Bill, in which I set out targets and placed a duty on the Secretary of State to meet them. I was told:""That is an absolutist position, and it cannot be acceptable to any Government."—[Official Report, 20 March 2009; Vol. 489, c. 1199.]" I was told that it would be opposed at all costs. Have Ministers changed their minds about the appropriateness of such a step?
