The answer in terms of how these orders are implemented in practice will lie in guidance to be issued. It would seem reasonable say that the relevant social security or other agencies are to be alerted and able to assist people who are not directly to be prosecuted and who are thought not to be directly involved, but are put to hardship. I will seek to confirm that in writing to the noble Baroness.
