I will come back to the noble Baroness on that specific point. In subsection (4)(a), which mentions, ""act with a view to encouraging diversity in the education and training available to persons"," we are laying down the issue of choice. I hope that the assurances I have given will enable the noble Lord to withdraw the amendment. As I said, we will come back to him on the question of commissioning, to ensure that we establish beyond any doubt the independent nature of colleges and their ability to attract students to their courses.
