I thank the noble Lord for the explanations he has given. They have been quite helpful. Yet I find puzzling this phrase in Clause 40(4)(d) that the noble Lord, Lord Baker, mentioned, ""take account of education and training whose provision the authority think might reasonably be secured by other persons"."
If the funding follows the individual and the commissioning has been done independently with the desires of that particular young person, what is paragraph (d) meant to address? Is there any need for it? It would be helpful for that to be considered either now or at a later stage.
