When we last considered the Bill, I asked the Minister to tell us something about what kind of interest rate would be made available and how much good news there would be for savers under the scheme. Absolutely no information was forthcoming, so I hope that she might be able to supply it now that we are extending the scheme, because given the people to whom we are extending it, we want to ensure that it would be valuable to them and worth their attention.
It is absolutely typical that such a proposal should come forward with no costing, no regulatory impact assessment and no comment from the Minister about why the scheme might take off and why it might help the people whom we would all like to help. I am afraid that, yet again, we are seeing an appallingly bad standard of work.
