The Secretary of State has been generous in giving way. The falling stock system was introduced because of the bovine spongiform encephalopathy prion. We now know that there is no BSE in sheep and that the existence of prions in the cattle population is greatly reduced. Does the right hon. Gentleman think that it is now time to examine the whole falling stock system and ascertain whether the regulation is too burdensome and disproportionate?
