Elected regional assemblies, the brainwave of the right hon. Member for Kingston upon Hull, East (Mr. Prescott)—if that is not an oxymoron—have been abandoned. Is it not time for the Government to admit that tampering with local authority organisation is over and to abandon ideas to force counties such as Devon into a unitary authority? The preferred option is to have enhanced working between the district councils and the existing county councils.
