I have a minor, modest intervention to make. Is it not the case that economic prosperity board areas seek not to be defined by city regions? They do not necessarily seek to be defined as a large conurbation with a number of satellites around it, either. Instead, they can, on a voluntary basis, involve a number of authorities that wish to work together from an economic development point of view. Indeed, to refer to the hon. Lady's exact point, such authorities may have considerable coherence, even though they are not based on a city region.
