My Lords, I recognise the serious intent and the size of the budget; I hope that the budget survives at that scale. The amendment was not intended to tie the Government in quite the way described by the noble Lord. The wording is: ""Natural England and the Secretary of State must endeavour to achieve the objectives"."
However, it would not do our cause on this issue any good to be defeated on the amendment. I therefore beg leave to withdraw it.
