My Lords, I am most grateful to the Minister for taking the trouble to give us a really extensive lesson in the whole question of undersea cables and all the ins and outs. It is interesting that the provision saying "must" is covered by various caveats under the United Nations law of the sea. I shall read very carefully what he had to say, and I beg leave to withdraw the amendment. Amendment 102A withdrawn.
