Marine and Coastal Access Bill [HL]

My Lords, the noble Lord, Lord Taylor, did mention the drawbacks concerned with some minor activities and I would like to reinforce that point. I think his amendments are too widely drawn in many ways. There are day-to-day activities that go on. For instance, Trinity House might need to lay buoys or ships might need to anchor and other things like that. They should not have to be put on to a register every time they happen.
