The noble Baroness's comments on Amendments 9 and 10 were helpful. I had not intended Amendment 32 to be restrictive. It was designed to assist ratepayers in assessing what they are being asked to sign up to. I was not proposing a particular model; I used the phrase, ""whether a special purpose vehicle was to be formed","
not that it should be. I should like to think about that, but, for now, I beg leave to withdraw Amendment 8.
