I am grateful to the Minister for his reply, and also to other noble Lords who have spoken. On my first point, I accept the complex nature of the matter. The point is that, as a Committee and a House seeking to review and scrutinise these important pieces of legislation, we received nine pages of changes—not recently, as the Minister carefully said, but today, when the Committee is starting. This is of course "recent", but the matter is serious. The point has been made that something of a serious nature was introduced on Report in the other place on 2 March; and it would have been sensible and advisable, as a number of my colleagues observed at Second Reading, for these new clauses to be part of the Bill that was brought at Second Reading. There would then have been enough time for us to consider carefully the complex matter that has been put before us. I would like to put that on the record. On the substance of the amendment, I should say that it was a probing amendment, because it is important that we put on record—I am disappointed that we have not had this yet from the Minister—a set of circumstances, or a "for instance", when this power would be used. I will give way to the Minister if I have got him wrong, and apologise in advance if I have, but that is what I was looking for. If Schedule 1 to the Bill specified the appropriate steps that might be taken, that clarification would be helpful. Does the Minister want to come back on that?
