I am genuinely grateful to the right hon. Gentleman for allowing me to make that point quite clear. He will, of course, have read with great interest the speech of my right hon. Friend the Member for Witney (Mr. Cameron), the leader of the Conservative party, on 29 June 2006. In that speech to Oxfam, he made it quite clear that""an incoming Conservative government will keep DfID as an independent department."" That is a fact, which I am happy re-emphasise.
