At the risk of boring the Committee, I was fascinated by the idea of the noble Lord, Lord Greaves, that you should set up a situation in which you do away with safety. The problem that I was alluding to earlier on relating to golf is that the people who are liable to be charged with safety are the golfers. It may be that the walkers would love to walk along the path without any regard to safety, but you are working in a four-dimensional world—there is length, breadth, height and time. The question then becomes "Who has the priority on the time dimension: the walker or the golfer?". If there is play in progress, the only remedy is to have a path around the golf course.
