I think I understand his second answer, which is that the wording is there to make it clear that the primary mechanism—the main mechanism, in most cases—will be a declaration under Clause 2(3A) of the CROW Act. Am I right, though, that subsection (6) does not mean that other methods are not allowed, and that the Secretary of State and Natural England could use other methods if, in exceptional circumstances, they thought that it was the best way to do it—specifically, those methods under subsections (5)(b) and (c)?
