I do not want the hon. Gentleman to get self stuck in the position he is currently in, as he might hurt himself. I have given a very clear answer. I am more than happy to encourage all local authorities to work seriously together, and I hope they will, but there is no point in masking where the real responsibility lies here: the Government have emasculated a scheme that could otherwise have worked well, and then sought to ignore what my party were trying to put in its place.
