My Lords, I thought that the first part of the Minister’s speech was very much better than mine at making the same points. However, I did not agree with his conclusion. We have sustainable community strategy duties, so why is it necessary to have the new economic assessment duty? The imbalance worries me. As the Minister said, the three aspects are interwoven.
