The hon. Gentleman will be aware, because he has referred to this already, that the genesis of the business rate supplement was in the Lyons review. When Sir Michael Lyons considered this, he was well aware of Crossrail. He did not recommend that this should be a specific funding mechanism solely for Crossrail, but that a business rate supplement should be available throughout the country. Why is the hon. Gentleman departing from Sir Michael Lyons's recommendation?
