Bylaws do not apply beyond the 12-mile limit; it is as simple as that. Fisheries legislation may apply, but the bylaws cannot apply beyond the 12-mile limit. I am happy to write to the noble Lord with further detail, but that is the straightforward reason why it simply is not appropriate for Scotland to be mentioned in that context.
