On that point, and the point raised by the hon. Member for Edmonton (Mr. Love) about the timetable, when Mr. Peter Wardle, speaking for the Electoral Commission, gave evidence at the beginning of the Bill's Committee stage, he said that he thought that individual registration could begin with the 2010 renewal canvas, and that from then, it would be a""two to three year gradual process until the register is complete and has a much greater degree of integrity, in that there are personal identifiers for each person registered."––[Official Report, Political Parties and Elections Public Bill Committee, 6 November 2008; c. 60, Q154.]" I took that to mean that it was the view of the Electoral Commission that the whole thing could be put in place by 2013, or possibly 2014.
