Gentleman accept that Hayden Phillips made his proposal for a donation limit of £50,000 as part of a comprehensive package, which included state funding, and that he said words to the effect, "You cannot have one without the other"? I think he used the phrase, "There can be no cherry-picking; this is a comprehensive package."
