I pay tribute to the hon. Lady and the all-party group for the considerable amount of work they have done on this issue. I am struck, however, that she has asked the Minister on a number of occasions for reassurances on progress. Does she not accept that one of the best ways of being reassured about such progress is the passage of this Bill today? If she is still reluctant to back it, will she explain why?
