House of Lords Bill [HL]

My Lords, in all seriousness, if we are looking forward to an elected House at some point in the future, it is better that we put this House in order first so that we prepare the way for the fundamental reform that is to come. The House is becoming really quite impatient that we are not doing any running repairs at all. We glory in our reputation. We have a high reputation in the country, but it could and should be better.
