But the wording of paragraph (c) would empower the Government to limit provision to organisations that are willing to provide access to a wider range of financial services. Organisations such as credit unions that could not provide that wider access would be covered by that paragraph, with the result that the Government or a future regulator might prevent them from providing gateway saving accounts.
