The hon. Gentleman's important point underlines the danger of an excessive and insistent localism that specifies that in every case it is just up to the local authority to do its best. Sometimes there are people who have complex and overlapping needs, but of whom there is not a sufficient critical mass to trigger provision. It is for that reason that we need the protective coating of some elements of central regulation or, indeed, funding to ensure that those people are not overlooked, but get the help that they need.
