We have had a useful debate. I see the measure as being one of the prime drivers for action. The Bill is about a framework for the nature of that action, but time is the driver for achieving things. The noble Lord put the telescope to his blind eye and said that he could not see the signal. I regret to tell him that I seek to test the opinion of the Committee on this amendment.
