The Minister is talking about whether it is practical to arrive at the system by 2012. The Government themselves have identified the issue of having enough marine planners. There has been quite a difficulty over terrestrial planners, so can the Minister give some indication of the development of the courses that will accredit marine planners and how much progress is being made? It will be impossible to start on marine plans until planners are in place.
