I went to considerable lengths to say that the detail of each plan would vary according to the time available, the circumstances and the degree of knowledge. That is widely shared by the Committee. The concern of the Committee on this issue is that the Minister is advocating a policy of drift and these plans will be one of the main drivers of the policy. Without a legislative driver it will be all too easy for the Government to let the policy jog along.
