We are taking the issue seriously but the Committee will recognise where our ambition lies with to regard to the Bill. A sound marine plan will take about two years to prepare and the Bill will not receive Royal Assent until the middle of this year at the earliest, but the amendment in the name of the noble Lord, Lord Taylor, would have the job completed by 2012. I am indicating that we do not consider that to be a realistic timetable.
