I am sorry. I know that the Minister is having difficulty today, and I sympathise with him over the problem that he has with his eye. The comment that he made just now slightly worried me. He inferred that some of the plans would not be able to go ahead because of unknown resources. Is he indicating to the Committee that there are not enough resources or that resources have not been allocated for this work? Clearly, if the resources are not there, I do not see how we can move forward on this matter. Can he clarify that?
