I must respond to that. I have shown great confidence that the arrangements will work, but because of the devolution settlement they are not something that we can simply legislate for. We can devise incentives that will make people want to work together. From all the discussions that have taken place, I am confident that there is good will on the part of the UK Government and the devolved Administrations to do so.
