Marine and Coastal Access Bill [HL]

It is not for my department to ask the Welsh Assembly that question. We should certainly be working with Welsh Ministers, and officials should be working together. I have already promised to follow up the question about how well we are working together. Unfortunately, we still come back to the problem that, because of how legislation is set out and the requirements of the devolution settlement, we will still have to end up with two plans. The question is whether we can make them consistent. That is the challenge.
