That is so, but the noble Baroness will be all too well aware of the consultation preceding the development of the Bill, in which this was a clear objective. We merely sought to reassure ourselves once the noble Earl had tabled his amendment that there was sufficient substance to give additional clarity and support to the concept of sustainability. We are confident that the Bill is correctly drafted and does not need the amendment.
