I thank the noble Lord for giving way. Is he really saying that if there is a serious policy disagreement between the UK Government here and the Scottish Government in Edinburgh, there will not be statements made to Parliament and lots of other means by which it is put in the public realm? The idea that these things will not be published is surely not the case in the real world.
