““In some parts”” is the caveat from the Front Bench. I cannot commit my Front Bench.
The term ““withdrawal”” puzzled me at first because it is used in quite an old-fashioned sense here. I also had a little difficulty, and this is pertinent to Amendment 85C, with Clause 43(2), which says: "““An MPS must not be prepared by the Secretary of State acting alone … unless the Secretary of State has first invited … the other policy authorities to participate””."
I suppose it is implicit in that that the invitation has been refused either outright or because conditions attached to it were unacceptable, or something of the sort. Those issues led to my confusion and, therefore, to some of these amendments. I beg to move.
